and followed the directions, it seemed very simple, and I can't get it to work.

I'm hosted on Wordpress, without any paid features. What I was doing, was, from my dashboard, I go to...

->Design
->Widgets
From here I add a text widget then paste the code into the widget (the second box, the body, not the top header box) and click 'save changes'

I get no error messages, it says changes were saved correctly. But when I test my site it doesn't work, and upon opening the widget back up to see if I missed a piece of code there's nothing there.

What am I doing wrong?

I am pretty sure that the tooltips do not work on a Wordpress.com page unfortunately. They may, but I do not know how to do it

Yeah, I don't think they allow Java Script, so no good for WP.COM folk.

Nope, Wordpress.com does not allow scripts. Consequently, you also can't put AdSense (or other advertising) on your hosted blog.

You'd have to host your own blog (wordpress.org) on your own server in order to use scripts.
